The market that changed its own clock
Code modernization used to mean a decade-long project: inventory the estate, extract business rules, translate the code, validate the translation, and hope the people who understood the original were still employed.
The AI-augmented tool changes the clock. Assessment, translation, testing, and validation now run inside the same agentic workflow, in weeks or days. The quadrant scores the tools that do the whole job: assess the estate, upgrade or migrate it, and prove the business logic survived the move.
The translation is the easy part. The business logic is the product. Every Leader and Challenger in this quadrant is ultimately being scored on whether the meaning of the system survives its own modernization.
The August 2026 Magic Quadrant for AI-Augmented Code Modernization Tools, first of its kind
The inaugural edition published August 3, 2026, authored by Prasanna Lakshmi Narasimha, Deacon D.K. Wan, Erin Khoo, and Wei Jin, with quadrant data as of June 2026. Eight vendors made the field, and the market Gartner drew spans distributed, cloud-native, and legacy modernization in one evaluation.
That is the definitional bet of the first edition: a COBOL mainframe application and a cloud-native Java estate are being scored in the same quadrant, because buyers increasingly face both in the same portfolio. The quadrant says the tool should handle both, and the Leaders split on how.
Two philosophies on the Leader rung
The four confirmed Leaders are AWS, Microsoft, Moderne, and IBM, and they run two different philosophies.
The agentic camp: AWS Transform, an agentic service for enterprise transformation spanning mainframe, .NET, SQL Server, VMware, and custom applications, and Microsoft's GitHub Copilot modernization workflow, an end-to-end agent that assesses, upgrades, and migrates applications to Azure across .NET, Java, C++, and Python, with automated testing and CVE scanning attached. The models do the reasoning, call by call.
The deterministic camp: Moderne runs on conventional compute rather than repeated model inference, claiming code search up to 13.5 times faster and more than 85 percent fewer wasted tokens. It is the thesis that modernization is a search problem, not a generation problem. This is Moderne's second inaugural-quadrant recognition in 2026.
IBM holds the fourth Leader seat, the incumbent spanning both worlds.

The mainframe Challengers
The Challenger rung is where the mainframe reality lives, and it is more interesting than the Leader rung for a large class of buyers.
Rocket Software modernizes mission-critical mainframe and distributed applications, with AI-assisted analysis, business-rule extraction, and validation focused on COBOL and PL/I, citing 30 percent developer productivity gains, 50 percent shorter testing cycles, and 40 percent less redundant code. BMC runs its AMI DevX platform on the ABC Method, with Code Insights mapping program execution, dependencies, and data flows, generating formal requirements from production COBOL, and translating COBOL, PL/I, JCL, and Assembler into maintainable Java that interoperates with what remains. EvolveWare takes the third Challenger seat.
The mainframe is not a legacy problem. It is a customer list, and the Challenger rung knows it better than the cloud platforms do.
The business-logic question
Every vendor in this market promises the translation. The quadrant's real subject is the question underneath: did the meaning survive?
A tool can convert COBOL to Java mechanically. Preserving the rules buried in forty years of modifications, the ones nobody documented and the organization still runs on, is a different capability. The vendors split on method, agents that reason versus search that maps, and the split is really about how the tool proves the logic survived.
The strongest single number in the market, 7.9 billion lines, is a proof of scale, not a promise. Proof that the logic survived a specific migration is what the buyer still has to run.
What the inaugural scoring leaves unproven
A first quadrant has no track record. The eight placements are opening positions in a market whose own clock just changed, and the next edition will be scored against deployments that started with this one.
The honest limit is also definitional. One quadrant now holds mainframe translation, cloud-native migration, and agentic rewrites, three jobs that may not stay in one market. The inaugural edition defines the category by breadth. The market may define it by division later.
Four questions for the modernization sponsor
Which philosophy fits the estate? Agents for greenfield rewrites and modern stacks, deterministic search for large legacy codebases where every wasted token is money. Decide before the vendor demo decides for you.
How does the tool prove the logic survived? Ask for validation artifacts, not testimonials: test coverage, side-by-side behavior checks, business-rule extraction outputs you can review yourself.
Who runs the tool and who signs the migration? Even a weeks-long migration needs a named owner and a rollback story. The tool compresses time, not accountability.
Is the mainframe in scope, and is the vendor honest about it? The Challenger rung exists because the Leaders' cloud paths do not cover every estate. Check which rung your portfolio actually points to.
