Almost every category in enterprise software is consolidating. Buyers want fewer vendors, vendors acquire adjacent capability, and analyst evaluations get shorter.

Forrester's findings in this market point the other way. Diverse buyer needs are driving highly specialised offerings, and the consequence is that many buyers use multiple platforms: one for embedding accessibility testing into the development lifecycle, another for monitoring live experiences, with open-source tools also playing a role.

A category where the analyst's own guidance implies buying more than one product is unusual, and it tells you something structural about the work.

What these platforms do

The job divides into three parts, and Forrester's framing captures them: find issues, fix them in flow, and prove progress.

Finding means automated scanning of websites, applications, and documents against accessibility standards, most commonly the Web Content Accessibility Guidelines.

Fixing in flow means catching problems where the work happens rather than reporting them afterwards. That is why integrations with continuous integration pipelines, development environments, and design tools appear as evaluation criteria. An accessibility defect caught in a design file costs minutes. The same defect caught in production costs a release cycle and a retrofit.

Proving means reporting suitable for executives, auditors, and in some cases litigation: what was tested, what was found, what was fixed, and what the current conformance position is.

The specialisation Forrester describes maps onto those three. Some vendors are built for designers and developers preventing issues early. Some carry more of the remediation burden for organisations without development capacity. Some centre on delivering audit services. Those are genuinely different products serving different maturity levels.

The ceiling on automation

The reason this category cannot consolidate into one tool is that a large share of accessibility cannot be tested by machine.

Automated scanning reliably detects the mechanical failures: missing alternative text, insufficient colour contrast, form inputs without labels, incorrect heading structure, missing language attributes. These are real problems and finding them at scale is valuable.

What automation cannot assess is whether the experience works. Whether alternative text describes the image meaningfully rather than merely existing. Whether a keyboard user can complete the checkout without getting trapped. Whether the reading order makes sense when a screen reader traverses the page. Whether an error message tells someone what actually went wrong. Whether a custom component announces its state correctly to assistive technology.

Industry testing consistently finds that automated tools catch a minority of the issues that affect real users, with the remainder requiring manual evaluation and testing with assistive technology.

That gap explains several things about this market. It explains why supporting services is a scored criterion, and why Level Access took the maximum score in it for legal support, governance documentation, and strategic programme guidance. It explains why one Contender centres its platform on delivering audit services. And it explains why a purely automated approach produces a dashboard showing improvement while disabled users continue to be unable to use the product.

Inside The Forrester Wave: Digital Accessibility Platforms, Q4 2025

Published on 16 October 2025, the evaluation covers nine providers. The preceding Q4 2023 edition, the first dedicated evaluation of this market, covered eight against twenty eight criteria.

Level Access placed as a Leader with the highest score in the current offering category and the maximum score in both innovation and roadmap, alongside its top mark in supporting services.

Deque placed as a Leader, with Forrester describing it as consistently first to market with innovative features including new testing approaches, generative AI capability, and a Model Context Protocol implementation, and crediting a focus on integrating with tools teams already use in order to drive adoption.

Siteimprove also placed as a Leader, positioning accessibility alongside analytics, search optimisation, and content strategy in a single platform.

The capabilities Forrester highlights for evaluation are practical: continuous integration and deployment integrations, development environment and design tool plugins, mobile application coverage, and executive-ready reporting.

Mobile coverage is worth noting separately. Accessibility tooling matured on the web, where the document object model is inspectable and standards are mature. Native mobile applications are harder to scan, and coverage varies considerably between vendors in a way that a general capability claim conceals.

Why organisations actually buy this

The honest description of demand in this category is that most purchases are driven by legal exposure rather than by an intention to serve disabled users well.

In the United States, accessibility litigation under the Americans with Disabilities Act has run at thousands of cases a year for several years, concentrated in retail, food service, and other consumer sectors. In Europe, the European Accessibility Act applies from mid-2025 to a range of products and services including e-commerce, banking, transport, and e-books, with conformance generally assessed against the EN 301 549 standard.

Level Access's positioning references both regimes directly, which is a fair reflection of what buyers are asking about.

That driver produces a specific pathology worth naming. An organisation buying to reduce legal risk optimises for demonstrable conformance rather than usable experience, and those two things diverge. A site can pass automated conformance checks and remain genuinely difficult to use with a screen reader, because conformance is a floor expressed in testable rules and usability is what happens when a person tries to do something.

The organisations that get real value treat the compliance requirement as the funding mechanism and the usability outcome as the objective. That distinction shows up in whether the programme includes testing with disabled users, which no platform substitutes for.

Overlays, and why the debate matters

Any honest account of this market has to address accessibility overlays, which are widgets added to a site with a line of JavaScript that claim to remediate accessibility problems automatically.

The commercial appeal is obvious: minimal engineering effort, immediate deployment, and a compliance claim. The criticism from accessibility practitioners and from disabled users' organisations has been sustained and specific, arguing that overlays frequently fail to fix underlying problems, sometimes interfere with the assistive technology people already use, and can create a false impression of conformance. Litigation has proceeded against organisations using them.

The distinction worth holding is between overlays that claim to fix a site from the outside and platforms that find issues so they can be fixed in the code. The vendors in Forrester's evaluation are largely in the second category, and the emphasis on development lifecycle integration, design tool plugins, and remediation in flow reflects that.

If a vendor's pitch is that accessibility can be resolved without changing your product, that claim deserves scrutiny from people who use assistive technology daily rather than from a procurement team.

AI cuts both ways

Deque's recognition for generative AI features and a Model Context Protocol implementation points at genuine progress. AI is well suited to several accessibility tasks: generating candidate alternative text, suggesting remediation code, explaining why something fails a criterion, and triaging large volumes of findings by likely user impact.

The MCP implementation is the more interesting item, because it points at accessibility checking becoming available to coding agents directly. An agent that can query accessibility rules while generating an interface is a different proposition from a scanner that reviews the result.

That matters because AI is simultaneously creating the problem. Interfaces generated by coding assistants inherit whatever patterns dominate their training data, and the web is overwhelmingly not accessible. Generated components frequently lack proper semantics, keyboard support, and state announcements, because most examples do.

The volume dimension makes this worse. When interface code is cheap to produce, more of it gets produced, and accessibility review capacity does not scale with it. That is the same pattern visible in application security, where agent-generated code produces systematic rather than random defects.

Forrester's observation that capability gaps persist and that vendors vary in how much they are considering these questions strategically is the appropriate note of caution.

Where this leaves a buyer

The specialisation Forrester describes converts into a specific approach.

Establish which of the three jobs you actually need first. An organisation with mature development practices that wants to stop introducing new defects needs different tooling from one with a large legacy estate that needs remediation help, which is different again from one that primarily needs an audit and a conformance statement.

Accept that you may need more than one, and budget accordingly rather than expecting a single platform to serve both the development lifecycle and live monitoring well.

Check mobile and document coverage against your actual estate rather than against a capability list, since these are where the variation is largest.

And treat automated scanning as the beginning. A programme that measures success by automated issue counts is measuring the portion of the problem that machines can see, which is not the portion that determines whether someone can use your product.

The last point is the one worth ending on. This category exists because a substantial number of people cannot use digital services that were built without them in mind, and the platforms are instruments for finding and fixing that. They are not, and do not claim to be, a substitute for building with those users in view. The organisations that produce genuinely accessible experiences are the ones where that intent came first and the tooling supported it.
