Andrew Wong is exactly the kind of person Boston is supposed to keep. He was born in Quincy, graduated from Braintree High School, spent a decade in Cambridge earning two degrees from Harvard, and did a postdoc at MIT. His parents still live in Massachusetts. He is, in the words of the head of the industry group MassBio, the exact phenotype of entrepreneur-founder the region builds and wants to retain. And he built his biotech company, Integrated Biosciences, in California.

His choice has been received, by STAT and the Boston Globe and the anxious officials they quote, as a small emblem of a large worry: that Boston, the world's biotech capital for the better part of two decades, is quietly losing ground to the San Francisco Bay Area. It would be a mistake to build a trend out of one person's decision, and this piece will come back to that caution. But Wong's move is worth taking seriously, not as proof of anything, but because it points at a real and underappreciated way that a region's grip on an industry can loosen: the source of the advantage can shift underneath it.

Why Boston won biotech in the first place

To understand what might be changing, you have to be clear about what Boston actually won and why. For roughly twenty years, biotechnology was, at its core, a wet-lab, academic-science-driven industry, and the constraint that mattered most was access to elite biological research. Boston had more of that than anywhere on earth. The concentration around Kendall Square grew out of proximity to Harvard, MIT, and a dense cluster of world-class teaching hospitals, supported by an unmatched supply of PhD and wet-lab talent, a heavy presence of big pharma, and a venture-capital community that specialized in translating laboratory biology into drugs.

That was a deep and genuine advantage, and it was durable precisely because the thing it was built around, turning cutting-edge academic biology into medicine, was the thing the industry needed most. As long as the binding constraint of biotech was the biology itself, the region that owned the best biology owned the industry. And for a long time, Boston did.

The constraint is starting to move

What is changing is the nature of the constraint. Biotechnology is computationalizing. Increasingly, AI is used to design drugs, biology is described as becoming programmable, and, as the boosters like to say, the labs are starting to look like software companies. As the industry's defining capability drifts from wet-lab biology toward computation, software, data, and the machine-learning tools built on top of them, the center of gravity has a reason to drift too, toward the ecosystem that is strongest in exactly those things.

That ecosystem is the Bay Area. It has the deepest pool of AI and software-engineering talent, the venture capital most fluent in technology-style bets, with firms like Andreessen Horowitz and Khosla Ventures backing much of the new computational-biology wave, and a culture of rapid iteration and reinvention imported from software. When Wong spoke of California's creative spirit, part of what he was describing is an environment purpose-built for the computational era biotech is entering. Boston's traditional strengths in wet-lab biology, academic medicine, and pharma do not automatically translate into an edge in AI-native biotech, and that is the crux of the region's unease.

The deeper pattern: clusters are optimized for a moment

This is the classic vulnerability of any specialized regional cluster, and it is worth stating in general terms because it reaches well beyond biotech. A cluster's advantage is optimized around whatever the industry's binding constraint was at the moment the cluster took shape. But industries evolve, and the thing they need most can change, and when it does, a region's accumulated advantage, however deep, reveals itself to be specific rather than universal. A cluster built to excel at the old constraint can find a differently built cluster capturing the new one.

Boston is not losing ground because it has gotten worse at what it does. It has gotten no worse at turning academic biology into medicine; it remains extraordinary at that. It is losing ground, at the margin and specifically among AI-native startups, because that skill is no longer the whole game, and the part of the game that is newly decisive, computation, is someone else's home turf. There is even a way in which Boston's very depth works against it: the more thoroughly a region has specialized in the old model, the more institutional inertia it may have to overcome to dominate the new one. The strength that built the cluster can become the thing that slows its turn.

One founder is not a verdict

Now the promised caution, which matters, because the alarmed framing can run far ahead of the facts. Wong is one founder, and one founder is an anecdote, not a migration. Boston remains the dominant biotech hub by almost every measure that counts, from the sheer density of Kendall Square to anchor companies like Vertex and Ginkgo, and nothing about a single startup's address changes that today.

Just as important, the wet-lab advantage is not becoming obsolete. Biology still happens in physical space; drugs still require biological validation, animal studies, and human clinical trials, and no amount of computation repeals the stubborn material reality of developing a medicine. So the shift underway is a rebalancing, in which computation matters much more alongside biology, not a replacement in which it matters instead. Boston's biological strength remains essential; the real question is whether the region adds world-class computational capability on top of it or cedes the AI-native frontier to the West Coast. And Boston is plainly trying, with its own crop of AI-driven drug-discovery startups rising around Kendall Square. The contest is live, not settled.

The threat to the base, not just the frontier

There is, though, a second and arguably larger danger, and unlike the pull of California it strikes directly at the foundation of Boston's advantage rather than at its frontier. Recent federal cuts to research funding have strained the academic research base, the universities and hospitals, the "eds and meds," on which the entire cluster ultimately rests. At the same time, the region is experiencing an outflow of young talent, with the number of 26-to-34-year-olds leaving Massachusetts reported at the highest level on record.

Put those together and the deeper risk to Boston comes into focus. It is not principally that California is more creative or better capitalized for the computational age, real as that pull may be. It is that the foundational advantage, elite academic biology, could be weakened from underneath by funding pressure and talent flight at the very moment the industry is also computationalizing. That is a two-front problem: the base eroding while the frontier moves. A region can adapt to one of those at a time far more easily than to both at once, which is what makes this particular convergence worth watching regardless of where any single founder decides to rent lab space.

Step back, and the lesson is one about the impermanence of industrial dominance generally. No region owns a technology industry forever, because that ownership rests on being the best place for whatever the industry needs most, and what an industry needs most does not stay fixed. Boston earned its biotech supremacy by being the best place on earth to turn academic biology into medicine. It will keep or lose that supremacy on whether it can also become a great place to turn computation into medicine, all while defending the academic foundation that federal policy is currently straining. Wong walking under the jacaranda trees outside his California office is, on its own, just one man's choice, and reading a verdict into it would be foolish. But it is worth hearing as a faint signal of a genuine question, the kind that gets answered slowly and then, sometimes, all at once: whether the cluster that mastered biotech's first era can master its second, or whether the center of gravity drifts to where the new advantage already lives.
